This Skill Extraction pulls from a set pool of Skill Genomes, with an equal drop rate for each individual Skill Genome no matter of what Rarity it is. So with each extraction the chances of getting one of the remaining Skill Genomes increases, eventually making the drop rate for the last Skill Genome left 100%.
